About Project
INTRODUCTION
UNDERSTAND is a pilot training project which is intended for the emergency planners and emergency operators of the European energy supply, transmission system operators (TSOs) in particular. The project is a part of European Commission’s Leonardo da Vinci programme.
The objective is to provide a training package for cross-border cooperation in electricity transmission crisis management.
The project aims to develop a vocational training package suited to the needs of those working in energy supply security management. A pilot platform will be created matched to the requisite professional profiles that national energy agencies, employers’ organisations, universities and other professionals consider to be necessary.

Time frame: October 2006 - September 2008.
1) The first deliverable paper of the project is completed: a background study, White Paper on Security of European Electricity Distribution.
2) The second step is under way: During the autumn 2007 and early 2008, this paper, Cross-Border Cooperation in Electricity Transmission Crisis Management, is being discussed and enriched with the TSOs in different countries. The aim is to find out their training needs and obtain descriptions of actual crisis and near miss experiences.
3) Third, the essential points from these two papers will be formulated as a pedagogically attractive training package.
4) Finally, the training package will then be disseminated to the TSOs, cooperation organisations of TSOs, electricity engineer training institutions, and other interested parties in Europe.
